Steven Haller is the founder of Closed Ladder. His work sits at the intersection of capital allocation, public systems, and long-horizon infrastructure. Prior to founding Closed Ladder he built and operated multiple ventures in the criminal legal system and regulatory data space, including the Linkage documentary project and contributions to the People Not Numbers ecosystem. He brings direct operational experience inside the very closed systems in which the firm now invests.
Advisory Network
Closed Ladder maintains a small, high-signal advisory network of operators, former regulators, and technologists who have spent decades inside closed ladder domains. Advisors do not make investment decisions but provide pattern recognition and diligence context that cannot be obtained from public data or conventional consultants.
Current advisors include senior leaders from state corrections agencies (retired), founders of reentry technology platforms, and specialists in controlled-substance regulatory compliance. Full roster shared under NDA only.
